In January 2019, USACE Mobile District contracted with Arcadis to complete Phase IV of a multi-step project to develop a Utilities Master Plan for the Jackson County Utility Authority (JCUA). JCUA is a regional utility with four major wastewater treatment facilities. Because most of the collection systems are city owned, JCUA has experienced unanticipated infiltration and inflow (I/I) into the system from their wholesale customers, causing significant spikes in flow at the pump stations during wet weather events. Phase IV of the multi-step project includes developing system-wide sanitary sewer models to be used in analyzing the system’s capacity versus demands.
The purpose of this project is to develop a Wholesale Wastewater Master Plan (Master Plan) for JCUA to be used in planning for changes that may be required to handle I/I during wet weather events. The information provided in the Master Plan will allow JCUA to actively plan sanitary sewer improvements.
