The U.S. Army Corps of Engineers is the largest engineering and construction organization in the federal government. While it does some engineering in-house, the vast majority of engineering and construction overseen by the agency is done by the private sector. Architect-Engineer firms and construction contractors and subcontractors, through a competitive bidding process, undertake contracted projects for the Corps. In addition to this process, the Corps has an active small business program which qualifies eligible firms and sets aside a certain percentage of work for them.
