Decker, offers remarks during the First Bucket Ceremony for the San Juan Dredging and Deepening Project alongside Puerto Rico Governor, Pedro Pierluisi, USACE TF-VIPR Deputy for Programs & Project Management, Jacqueline Keiser, PG, PMP, and Puerto Rico Ports Authority Executive Director, Joel Pizá.
