Mr. Brown was appointed to the Senior Executive Service in January 2009. Since November 2017, he serves as the Director, Regional Business, South Atlantic Division, U.S. Army Corps of Engineers. He provides executive strategic leadership and technical expertise for the Division which executes engineering, design, construction, and project management for civil works, military construction, International and Interagency Service and environmental programs for all or part of eight southeastern states, the Caribbean and South America. Current construction placement exceeds $2 billion and is managed by a workforce of 3500.

Prior to this assignment, Mr. Brown served as the Chief of Planning and Policy Division in the Headquarters, U.S. Army Corps of Engineers (USACE), Washington, D.C. from January 2009 until November 2017. He also served as the Leader of the Mississippi Valley Division and Southwestern Division Regional Integration Team in Headquarters. In this position, he served as the leader of the USACE-wide Planning Community of Practice and was responsible for the formulation and coordination of Army Civil Works policy with the Department of Army, Federal agencies, and Office of Management and Budget (OMB). Mr. Brown was also responsible for leading efforts in the development and implementation of Water Resources Development Acts and served as the principal Civil Works point of contact with congressional authorizing committees on policy and planning matters.

Mr. Brown has a long and extensive history with the Corps of Engineers. He began his service as a Junior Fellow in 1983. Over the last 3 decades, Mr. Brown has dedicated his career to the U.S. Army Corps of Engineers and served in various positions throughout his career in the Huntington District, Huntington, WV; Ohio River Division, Cincinnati, OH; Nashville District, Nashville, TN; Headquarters, Washington, D.C. and now South Atlantic Division, Atlanta, GA.

Mr. Brown received a Bachelor’s Degree in Civil Engineering from The Ohio State University in 1988 and a Master’s in Business Administration from Marshall University in in 1991. He is a registered professional engineer in the State of Ohio and a graduate of the USACE Planners and Project Managers Program in 1995.

Mr. Brown has been awarded numerous honors throughout his career recognizing his achievements in Planning. He received the Commander’s award for Civilian Achievement in 1999. He was selected as Black Engineer of the Year SES Army Award in 2012. In 2017, he was awarded the Army Engineer Association’s Bronze de Fleury Medal and Department of the Army Meritorious Civilian Service Award 2017.
