Colonel Matthew Y. McCulley is a native of Marlborough, MA.

He was commissioned as a Second Lieutenant in the U.S. Army Corps of Engineers from Purdue University in 1996 with a Bachelor of Science Degree in Civil Engineering.

Prior to assuming the position of Deputy Commander, South Atlantic Division, U.S. Army Corps of Engineers, Colonel McCulley served as the G3, Maneuver Support Center of Excellence at Fort Leonard Wood, MO.

Colonel McCulley’s previous assignments include: Assistant Brigade S3 in 2nd Engineer Brigade, 2nd Infantry Division; Platoon Leader of 1st Platoon, B Company, 44th Engineer Battalion, Camp Howze, Korea; Battalion Adjutant, Equipment & Quarry Platoon Leader, and Battalion Maintenance Officer in the 84th Engineer Battalion, 45th Corps Support Group at Schofield Barracks, HI; Assistant Brigade Engineer, 8th Engineer Battalion and then Company Commander Bravo Company, 8th Engineer Battalion, 1st Cavalry Division at Fort Hood, TX; Engineer Test Officer at the U.S. Army Operational Test Command at Fort Hood, TX; Executive Officer to the Deputy Commanding General, U.S. Army Corps of Engineers in Washington, DC; Operations Officer and Executive Officer in the 249th Engineer Battalion (Prime Power) at Fort Belvoir, VA; Resident OIC for the U.S. Army Corps of Engineers Transatlantic District- North in Gardez, Afghanistan; Resident OIC for the Fort Worth District Office at Fort Polk, LA; Commander of the Brigade Special Troops Battalion, 4th Brigade Combat Team, 10th Mountain Division (LI) at Fort Polk, LA and later reflagged 317th Brigade Engineer Battalion, 3rd Brigade Combat Team, 10th Mountain Division (LI); and Chief, Engineer Doctrine, Maneuver Support Center of Excellence at Fort Leonard Wood, MO.  

Colonel McCulley holds a Bachelor of Science in Civil Engineering from Purdue University, a Master’s of Science in Engineering Management from Missouri University of Science and Technology and a Master’s of Science in Business and Supply Chain Management/Logistics from the University of Kansas.  He attended the Engineer Officer Basic Course and Engineer Officer Advanced Course at Fort Leonard Wood, MO, and the Command and General Staff College at Fort Leavenworth, KS.

Colonel McCulley’s military awards and decorations include the Bronze Star Medal (2 Oak Leaf Clusters), Purple Heart, Army Meritorious Service Medal (5 Oak Leaf Clusters), Army Commendation Medal (4 Oak Leaf Clusters), Army Achievement Medal (3 Oak Leaf Clusters), Afghanistan Campaign Medal, Iraq Campaign Medal (3 stars), NATO Medal, Overseas Ribbon, the Combat Action Badge, the Ranger Tab, the Parachutist Badge, the Bronze Order of the de Fleury Medal and the Honorary Order of Saint Barbara.
