Dr. Larry McCallister was appointed to the Senior Executive Service (SES) in September 2013 and serves as the as the South Atlantic Division Programs Director where he oversees work in the Southeast United States, Latin America, and the Caribbean. He is responsible for the US Corps of Engineers (USACE) civil works mission consisting of planning, engineering and construction for navigation, flood control, stream bank and shore protection, hurricane and storm damage reduction, emergency preparedness response and recovery, hydropower, water supply, recreation, environmental protection and recovery, permitting, real estate and interagency and international support. The South Atlantic Division has 3,815 employees and an annual operating budget of $3.5 billion.
Previously, he served as the Chief of Engineering and Construction for the US Army Corps of Engineers (USACE). He provides executive leadership for all technical engineering activities during planning, engineering, and construction for the military and civil works programs within USACE with a budget influence of over $35 billion and a worldwide workforce of over 34,000.
He has previously served as the SES Director of Regional Business, Military Programs, and IIS Programs for the South Atlantic Division, USACE. Prior to that position he was the Deputy District Engineer for Program/Project Management (DPM) for the Transatlantic Afghanistan District, USACE, Afghanistan, and DPM for the USACE Alaska District.
He retired in 2009 from the US Army as an Engineer Officer after 31 years of service. During his military career he commanded the U.S. Army Engineering and Support Center, Huntsville, Alabama with an annual acquisition, engineering, design, construction, and planning program of $1.3 billion. He also commanded the USACE Gulf Region South District in Iraq, responsible for a $2.5 billion Iraqi reconstruction program. He held various command and staff position in Texas, Virginia, New York, Kansas, Alabama, Germany, Korea, Turkey, Israel and Japan. He served combat tours in Iraq (multiple), Somalia, Afghanistan, and Albania/Kosovo.
Dr. McCallister earned his Bachelor’s and Master’s degrees in Civil Engineering from the University of Missouri at Rolla. He also earned a Master’s degree in Strategic Studies from the U.S. Army War College, and a Doctorate in Civil Engineering from the University of Texas at Arlington. He is a registered Professional Engineer (PE), a Project Management Professional (PMP), is Acquisition Level III in Facility Engineering, is a Fellow with the Society of American Military Engineers, and a Fellow with the American Society of Civil Engineers. He was also inducted into the Academy of Civil Engineers and awarded an honorary Professional Degree in Engineering both from his Missouri alma mater.
